The council chamber and committee room of the Municipality of Stichtse Vecht have been upgraded with video recording and a modernised discussion system. Audio and video are centrally managed over the network, with existing equipment reused. This creates one consistent meeting environment for recording, streaming and clear speech intelligibility.

Background

The Municipality of Stichtse Vecht wanted to renew the audiovisual setup in both the committee room and the council chamber. In the previous situation, only audio was streamed in the committee room via discussion units. The goal was to improve the overall meeting experience with video streams, renewed discussion units and a future-proof infrastructure that remains flexible to manage. There was also a need for a setup that fits day-to-day meeting practice and can be used to distribute audio and video to internal and external channels.

Challenge

In municipal meeting environments, reliability, intelligibility and ease of operation are essential. At the same time, continuity plays a key role: meetings must run without technical barriers, while the AV chain must also support recording, streaming and distribution to internal and external channels. For Stichtse Vecht, the challenge was to modernise both rooms, reuse existing assets where possible, and deliver a scalable setup. A key principle was a central approach, so management and future expansion do not need to be redesigned per room.

Consultancy and approach

Heuvelman advised renewing the discussion units in the council chamber and then reusing the existing council-chamber units in the committee room. This resulted in an efficient upgrade: modernising where the need is greatest while still extracting value from existing equipment.
In addition, existing assets were reused—including three displays and a trolley—to update the setup in a cost-effective way. This reuse supports an efficient upgrade without compromising functionality or ease of use.

Solution

The complete installation is built as a network-based AV environment (AV over IP), allowing audio and video to be distributed and managed over the network. This makes the setup easier to manage and simpler to expand. The MVI package has been installed in both the council chamber and the committee room, supplemented with cameras, presentation connectivity and user-friendly control.

Video for recording and meeting experience

Multiple cameras were installed to capture meetings, enabling the session to be followed professionally both in-room and via potential distribution channels. The camera recording therefore supports both live use and replay/archiving.

Discussion system and microphones

The discussion system supports a structured meeting flow and improves speech intelligibility in the room and in any streams/recordings. Wireless microphones add flexibility for speakers and situations beyond fixed positions. This keeps audio consistent, even with changing layouts or speaker positions.

Presenting and sharing

Fixed presentation inputs (HDMI/USB-C) were provided and wireless presenting was added so content can be shared quickly and with minimal friction. This reduces meeting start-up time and makes presenting less dependent on specific devices or adapters.

Control, monitoring and continuity

The AV installation is operated via an AMX 10” touchscreen. A separate control screen is provided for the MVI system. In addition, a backup recording option has been implemented as part of continuity for meeting recording. This setup supports operational reliability, especially when recording or signal distribution is critical.

Result

With the upgraded installation, the council chamber and committee room now have a modern, centrally managed AV environment that is ready for today’s meeting practice. By combining renewed components, reuse of existing assets and an AV-over-IP foundation, the solution focuses on reliability, flexibility and consistent operation. The meeting environment now supports both day-to-day decision-making and professional recording and distribution of audio and video, including an internal audio/video connection to the local broadcaster.
